Add shallot and cook until softened, 1 to 2 minutes. Stir in oats and cook for an additional 1 minute. Add 4 cups water, 1/4 teaspoon salt, and 1/4 teaspoon pepper. Bring to a boil, then simmer until creamy, 10 to 12 minutes. In a large skillet, heat the remaining 1 tablespoon oil over medium-high heat. Add collards, 1/2 cup water, 1/4 teaspoon salt, and 1/4 teaspoon pepper. Cook until tender, 5 to 7 minutes. Remove from heat and stir in vinegar. Stir cheese and salsa into the oatmeal.
